This project began at the start of the new Minister's term in the eighth cabinet of the Kurdistan Regional Government. The initial phase of the project was introduced in a report presented as a congratulatory letter on July 22, 2014, at the Chwar Chra Hotel in Erbil. The event was attended by many university professors, civil society organizations, college deans, university presidents, experts, and media professionals. The letter was addressed to Dr. Yousif Goran, the Minister of Higher Education and Scientific Research.

The letter informed the Minister of Higher Education about 140 issues regarding the state of universities and requested that the Ministry make efforts to address these long-standing crises in the higher education sector.

During the presentation ceremony, the Minister pledged to follow up on the issues highlighted in the report prepared by the PAY Foundation.
