Presidency of the Parliament (First Term)

The first term of the Kurdistan Parliament (May 19, 1992 - January 30, 2005) went through several phases due to the internal conflict between the Patriotic Union of Kurdistan (PUK) and the Kurdistan Democratic Party (KDP). Consequently, the leadership of the Parliament also underwent changes during this period.

 

First: During the period from (May 19, 1992) until the year (2000), the Presidency consisted of:

(Initially, Mohammad Tofiq Rahim was the Deputy Speaker of the Parliament, but his term was short, and he resigned from the position)

Second: From the beginning of the year 2000 until 4th October 2002, the presidency team consisted of:

Speaker of Parliament Dr. Rozh Nuri Shaways
  There was no Deputy Speaker during this period
Secretary of the Parliament Firsat Ahmed Abdullah
 

 

Third: The Extended Term (04/10/2002 to 30/01/2005)

Due to the outbreak of the internal conflict, the second term elections could not be held on May 2, 1994. However, the Kurdistan Parliament made considerable efforts to prevent the escalation of the internal conflict.

To this end, it expressed its stance in a documented statement consisting of 19 points against the conflict and established several field committees to monitor the implementation of the ceasefire process and the reconciliation decisions between the parties involved in the conflict. Additionally, 59 members took refuge in the Parliament Hall against the internal conflict for 101 days.

This stance received significant support both inside and outside of Kurdistan. From that day, this hall has been named the Refuge Hall. The continuation of the internal conflict and the increased threats posed a danger to the fragile democracy of Kurdistan, resulting in the Parliament becoming a victim of the conflict for a long time, unable to play its role or fulfill its responsibilities.

However, eventually, due to the Washington Peace Agreement signed in 1998, with the presence of U.S. Secretary of State Madeleine Albright between (Mam Jalal and Kak Masoud), the Kurdistan Parliament was reunited. In 2002, the first session of reunification was held, followed by a second session a week later in Slemani.

The Kurdistan Parliament was reunited, and many members of the PUK faction, based on Decision No. (2) dated (04/10/2002), nominated 23 candidates for vacant seats in the Parliament, who took the oath on (04/10/2002) to become members of the Kurdistan Parliament. The members included:

To complete the number of members of the Kurdistan Democratic Party (KDP) list, according to the Washington Agreement, the number of seats allocated to the KDP was 51. In the third session of Parliament on (15/10/2002), the membership of Mr. Falakaddin Kakayee was approved to fill the vacant KDP seat, and he took the oath in the same session.

Since the Parliament’s role was to transition the political and peace processes to a more advanced stage, which involved uniting both Kurdistan administrations created due to conflicts in Erbil and Slemani, this term was called the Transitional Term.

The presidency of this term of Parliament was divided: three months for the Kurdistan Democratic Party with the presidency of Dr. Rozh Nuri Shawes, and two months for the Patriotic Union of Kurdistan with the presidency of Dr. Kamal Fuad. Overall, this term extended the first term of the 1992 elections.

Therefore, the leadership of Parliament from (04/10/2002) to (30/01/2005) frequently alternated, three months for the KDP and the next two months for the PUK, in this pattern.

Every three months, the leadership of the Parliament consisted of:
