Today, Monday (2024/12/2), the first meeting of the autumn session in the first year of the Sixth Term of the Kurdistan Parliament was held. According to the agenda for the Parliament’s first meeting of its Sixth Term, it was decided that the session would begin at 11:00 a.m. However, due to the candidates not all being ready, the meeting was delayed by 40 minutes.
The session was chaired by Mr. Ardalan Mohammed Sarsapi, the Head of the Diwan (Bureau) of the Kurdistan Parliament. It began with the recitation of a few verses from the Holy Quran, followed by a moment of silence together with the playing of the national anthem “Ey Raqîb,” to pay respects to the pure souls of the martyrs of Kurdistan.
In accordance with Clause (2) of Article (11) and Clause (1) of Article (12) of the Parliament’s Internal Regulations, the Head of the Diwan invited Mr. Mohammed Sulaiman Mohammed—being the oldest* successful candidate among those elected in the Sixth Parliamentary Elections—to take the oath and preside over the session. After he had taken his oath, and in compliance with Clause (2) of Article (12) of the Internal Regulations, acting as the Chair of the session, he then called the elected candidates for the Sixth Term of the Kurdistan Parliament–Iraq to come forward and take their legal oath. One by one, in alphabetical order, the present elected candidates each took their oath of office and became members of the Sixth Term of the Kurdistan Parliament.
Upon completion of the official swearing-in ceremony, and pursuant to the legal provisions of Article (14) of the Parliament’s Internal Regulations, the Chair of the meeting opened up nominations for the three Presidium positions (Speaker of the Parliament, Deputy Speaker of the Parliament, and Secretary of the Parliament). The Kurdistan Democratic Party (KDP), Patriotic Union of Kurdistan (PUK), and New Generation Movement blocs each nominated several candidates for those positions.
Speaker of the Parliament: Helgurd Najib Osman, Dr. Vala Farid Ibrahim, Shalaw Kosrat Rasul Ali, Dr. Miran Mohammed Abbas, Kurdawan Jamal Mohammed
Deputy Speaker of the Parliament: Bahjat Ali Ibrahim, Mard Ali Rasul, Azad Mohammed Amin Hassan, Umed Ali Hama Salih, Adnan Hussein Hassan
Secretary of the Parliament: Dr. Havin Saeed Khazar, Shirin Younis Abdulla, Shler Ghafoor Salih, Sawsan Kaka Mam Mohammed, Rami Nuri Awdesh, Najdat Nuri Mohammed
Before proceeding with the legal steps to elect the Presidium, each of the parliamentary blocs (KDP, PUK, and other parties) left the Parliament’s session hall, thus preventing the session from continuing.
Due to the lack of a legal quorum of MPs in the session hall, the Chair of the meeting decided to take a short recess until a quorum could be met. After the break, the meeting reconvened, but still did not achieve the required legal quorum. As a result, the session was postponed once again.
