The President of PAY Foundation for Education and Development participated in a special program on the education process and learning. Dr. Sarwar Abdulrahman, the President of PAY Foundation, stated in an interview with the Khandan website that universities worldwide are centers of innovation, but in Kurdistan, they lack this innovative spirit, and the authorities have played a negative role. Globally, universities lead in societal reforms and revolutions, but in Kurdistan, they lag behind. He added, "In the past, authorities have played a negative role in universities, placing their close friends and relatives within the academic institutions, which has contributed to the decline in academic standards."

Dr. Sarwar emphasized that "Kurdistan's universities have significantly regressed; their academic standards are poor, and they rank low on international lists. Even the universities of Mosul and Tikrit, despite having been destroyed, are ahead of Kurdistan's universities."
